CLEARFIELD — Clearfield Borough Council was awarded a $120,000 state grant to hire a borough manager.

The borough received funds under the state’s Strategic Management Planning Program (STMP) to help pay for the salary of a borough manager, Vice President Stephanie Tarbay announced at Tuesday’s meeting.

The grant is for three years. The funds would pay for 75 percent of the borough manager’s salary in the first year, 50 percent in the second year and 25 percent in the third year.

As a result, the borough council voted to approve the job description for the borough manager and advertise for applicants to fill the position.

Clearfield Borough has been without a borough manager since the departure of Leslie Stott, who resigned on Dec. 31, 2022, according to a previous article in The Progress.

The borough council also voted to apply for three other grants.

They are: a $50,000 grant from T-Mobile for playground equipment; a $120,000 Flood Mitigation Grant to help pay for improvements to Stinky Run in East End; and an Automated Red Light Enforcement Transportation Enhancements (ARLE) grant from the state Department of Transportation for traffic lights.

For the ARLE grant, the borough still has to talk to PennDOT officials about the grant so the borough doesn’t have a specific amount they are requesting yet, Tarbay said.

The borough council also approve the following motions:

  • Appoint Zane Jenkins as Junior Borough Council member.
  • Appoint Ann B. Wood as borough representative on the Joseph & Elizabeth Shaw Public Library Board.
  • Accept, with regret, the resignation of Sally Ireland as part-time secretary, effective June 20 and thank her for her years of service to the borough and to advertise for her replacement.
  • Allow Awaken Church to bag parking meters during fair week and make a donation to the borough. The church will be supplying the bags, stickers, and manpower to put the bags on the parking meters.
  • Approve the closure of Healy Avenue next to St. Francis School for the school’s food truck events on May 12, Sept. 8, and Oct. 13 between 3:30-7:30 p.m.
  • Approve the resolution supporting Lawrence Township’s application for $1,171,613 to expand and renovate the Clearfield Regional Police Station.
  • Approve the road closures on May 4 at the Clearfield Driving Park for the annual Rosary March.
  • Close Market Street between 2nd and 3rd Streets for the ABATE Motorcycle Safety Month on May 10 between 8:30 a.m. and 5 p.m.
  • Close the streets for the annual Clearfield County Fair Parade on July 14.
  • Provide traffic control for the YMCA 5k race on July 19 at 8:30 a.m.
  • Council member Tristen Buck reported the fire department is having live fire training this Saturday and Sunday 9 a.m. to 4 p.m. at the fire station. He said there will be some smoke present and asked motorists to use caution in the area because there will be people standing and watching.
  • Approve the bid for paving to Grannas Brothers of Hollidaysburg for $107,723.80 pending engineering review. The borough is planning to pave Margaretta Street from Third Street to Fourth Street, Walnut Street from Third Street to Fourth Street, and E. Pine Street from Fourth to Third Streets and from Third to Second Streets. The borough was expecting the paving to cost $117,299, according to a previous article in The Progress.
  • Residents are reminded that Clearfield Community Cleanup will be held Saturday May 3. Volunteers are asked to meet at the Lower Witmer Park pavilion at 9:30 a.m. The priority is to clean up and add mulch to the tree boxes downtown. Volunteers will also be picking up trash along the river and in the parks.
